Position Overview:
The Open Education Academic Assessment Coordinator will be a part of a team that promotes excellence in teaching, learning and assessment in online environments through proven research and best practices.  The qualified person will be responsible for the development and implementation of a comprehensive system of assessment and program review across the Open Education product family.  This includes the creation of an assessment framework consisting of multiple touchpoints for measuring learning, providing guidance on proper instrument (tests, project, rubrics, etc.) development, validation of assessment performance and results, analysis of learning, and promoting a system of regular review and improvement.  This person will lead assessment data collection efforts and work closely with the academic team to use assessment results to improve efficacy of student learning as well as teacher training effectiveness.  This person will help plan, coordinate, and conduct the statistical work required for score reporting and data interpretation for assessments within Open Education and as well as assist with program efficacy reviews.
 
 
Responsibilities:  
  • Assessment Framework
    • Establish a framework of assessment that applies research-based methodologies and balances assessment of learning, for learning, and as learning.
    • Propose technology/systems solutions for assessment use and be the primary academic administrator of assessment systems.
    • Propose, design, direct, and report on complex assessment projects.
    • Implement theories and methods both from within the educational measurement field, but also from other fields of study to support and enhance our products and services using initiative and creativity.
    • Be the in-house expert on assessment techniques that include rubric development, learning outcomes alignment, survey development, assignment types and prompts, etc.
  • Test Development
    • Lead/assist in the development of computer adaptive testing systems.
    • Guide test development, provide psychometric reviews, and facilitate the use of technology for assessment administration and application.
    • Apply knowledge gained through experience in test development to prepare project specifications, anticipate implementation problems, implement tests, review, and improve.
    • Manage process to ensure quality and integrity of test design, standard setting, item and test analyses, equating, scoring and reporting, and overall effectiveness of tests.
    • Employ methods for high standards of coherence, validity, reliability, fairness, and privacy.
  • Analysis and Report Preparation
    • Identify program-, research- and measurement-related problems and opportunities and their implications independently or with senior staff.
    • Participate in discussions of the potential effects of changes.
    • Prepare and present statistical reports to stakeholders in an easily understood manner.
    • Apply excellent data analytic skills to the data management, statistical modeling, and the interpretation.
 
Minimum Qualifications:
  • Bachelor’s degree in psychology, math, statistics, science, educational measurement, or related field
  • Bilingual (Spanish/English) Portuguese is a plus!
  • 3 years experience in the assessment and/or psychometric field
  • Strong research and analysis skills
  • Strong mathematical and statistical background
  • Familiar with the test development process - from item development to administration to ongoing maintenance.
  • Experience with the procedures and applications of classical test theory (CTT) and item response theory (IRT) in test design and analysis
  • Deep understanding of assessment validity and reliability
  • Well versed in psychometric methods, measurement principles, test design, and validation
  • Knowledge of learning theory - both in children and adults
  • Proficient in office software applications - for example, Microsoft Office Suite, Google Productivity Apps like Docs and Sheets, etc.
  • Effective problem solving skills
  • Outstanding interpersonal and listening skills
  • Excellent communication, presentation, and facilitation skills
  • Facility in communicating to varied audiences in verbal and written communications in English

Preferred Qualifications:
  • Master’s degree or PhD in Educational Measurement & Statistics, Quantitative Research Methods, Industrial/Organizational Psychology, Psychometrics, or related field
  • At least 5 years’ experience in test development and psychometric methods
  • Graduate training and experience in psychometrics, measurement theory, test development, validation, item bias, standard setting
  • Knowledge of and experience with IRT calibration, scaling, equating, norming, and growth measures. Experience with computer adaptive testing (and multi-stage testing) would be preferred
  • Ability to apply knowledge gained through experience in test development to prepare project specifications, anticipate implementation problems, and completion of test-development projects
  • Experience with assessment platforms
